Will AusAlert work over Starlink or WiFi calling in a rural black spot?
No. Starlink can give you internet and WiFi calling where there is no mobile signal, but AusAlert does not travel over your internet connection. It is broadcast by active 4G and 5G mobile towers. If your property has no mobile coverage, or the local tower loses power, you may not receive the warning even while Starlink is online.
The good news is smaller than it sounds but still worth knowing: your phone does not need a working SIM, credit or even the ability to make calls. It only needs to be in range of some tower.
AusAlert goes live on 1 October 2026. Most of the coverage explains what it is. Almost none of it answers the question people on rural properties actually have, which is whether the expensive connection they already paid for will carry the warning. It will not, and it is better to know that now than during a fire.

Why the answer is no
AusAlert uses cell broadcast. Instead of sending a message to a list of phone numbers, the tower itself shouts at every compatible device inside its footprint. Nothing is addressed to you. There is no app, no subscription, and nothing to sign up for.
The official AusAlert guidance for remote and regional communities puts it plainly: the system works "through active 4G and 5G mobile networks", and "if you don't have mobile coverage in your area, or if a nearby cell tower is damaged, you may not receive an AusAlert."
That single sentence is the whole rural problem. A tower is the delivery mechanism. Your Starlink dish is not a tower and cannot pretend to be one. Neither is your router, your mesh, your WiFi calling, or the point-to-point link out to the shed. Those carry your traffic to the internet. A cell broadcast never enters the internet in the first place.
One honest note on sourcing. The AusAlert material does not mention Starlink or WiFi calling anywhere, so nobody official has said "this will not work over satellite internet". That conclusion follows from how cell broadcast works and from what the guidance does say about mobile coverage. We are drawing the line for you rather than quoting someone drawing it, and we would rather flag that than dress it up.
What actually needs what
Most confusion here comes from lumping "communications" into one bucket. These are separate systems with separate failure points, and a blackout hits them differently.

Read the top row against the bottom row. The one thing that delivers AusAlert is the one thing you cannot buy, install or back up yourself. The one thing that survives everything is a radio with batteries in it.
Why "emergency calls only" may still receive an alert
This surprises people, and it is the most useful thing in the official guidance. Because the alert is broadcast to an area rather than sent to a number, the usual reasons your phone cannot be reached do not apply.
The guidance states you may still receive an AusAlert if your phone cannot make calls or send texts, or if it shows emergency calls only, as long as it is within range of a tower. It adds that the tower can belong to a different provider than the one you are with. The compatibility page goes further: devices do not need a working SIM card at all. A prepaid phone with no data left can still get one.
In practice that means the old handset in the kitchen drawer is not useless. If your property sits at the very edge of a Telstra footprint with an Optus phone, or you have a dead prepaid SIM in a spare phone, those devices may still catch a warning that your primary phone catches too. It is not a second path, because it is the same tower, but it is a reason not to throw the spare out.
Will your phone actually receive one?
Compatibility is the part you control, and it takes five minutes. AusAlert's compatibility page expects alerts to work on:
- iPhone 11 and later, running iOS 26.4 or later.
- Apple Watch SE2, SE3, Series 6 and later, running watchOS 26.4 or later.
- Android devices on Android 12 or later. Older Android phones, and phones running neither iOS nor Android, might still receive alerts.
- Not iPads. Apple iPads will not receive AusAlerts, so a tablet is not a substitute for a phone in the house.
The remote and regional guidance also warns that phones made before 2019 may not receive AusAlert messages, which lines up with the iPhone 11 cutoff. If the phone in your pocket is older than that, treat it as unreliable for warnings regardless of how good its reception is.
The single highest-value action: install pending software updates and restart the device. AusAlert's own banner says exactly that, and on rural properties with metered or slow connections, deferred updates pile up for months. If you have been putting an update off since autumn, that is the job for this weekend.
The landline path most coverage misses
Buried in the same official guidance is a line worth more to a black-spot property than anything else on the page: in areas affected by an emergency, automated voice messages may also be sent to landline phones. It is described as helping people without reliable mobile coverage.
So the landline you were thinking of dropping may be the only warning path at your address that does not depend on a tower you cannot see. That changes the maths on two decisions people are making right now.
The first is what happens during a blackout, which depends entirely on the technology behind the phone service. An old copper line drew its power from the exchange. Most modern replacements do not: the handset base, the modem or the radio unit runs on your power, and stops when your power stops. A cordless phone is the classic trap, because the base station dies instantly and the handsets are decorative from that moment on. Keep one corded phone that plugs straight into the socket.
The second is migration. Telstra is exiting its CAN Radio services, the radio-delivered phone technology used at remote addresses, including SCARS, DCARS, MCARS and HCRC systems, along with ADSL. Its official exit page says affected customers will be contacted, and warns that any third-party device relying on the old service, including medical alarms, security alarms, fire alarms, teletypewriters, fax and EFTPOS, needs to be sorted out directly with that device's provider. Nobody does that for you. If a medical alarm is on the line, that sentence is the whole story, and the replacement phone service needs to be confirmed with the alarm provider before the old one is disconnected. Where Starlink genuinely helps, and where it does not
None of this makes satellite internet pointless in an emergency. It just is not a warning receiver. Being precise about the difference is what lets you plan properly.
- It does not deliver the alert. No path, no workaround, no setting. The broadcast never reaches the internet.
- It does deliver everything after the alert. The emergency service website, the fire map, the road closures, the warning app on your phone, the message to family that you are safe. All of that is ordinary internet traffic, and during the July 2026 Telstra outage the properties still online were the ones not depending on a single mobile network.
- It gives you a phone when the tower is gone. If a tower burns, is cut off or loses power, mobile service in the area disappears. WiFi calling over Starlink keeps your existing number working, which is how you get a call out. - It is only as good as its power. Every one of those benefits ends the moment the dish and router lose power, which is exactly when you need them. That is the next section.

The blackout test, and the call you must never make
Never call 000 to test anything. Not your phone, not a new service, not a UPS, not a medical alarm. Every test call occupies an emergency call-taker who is needed by someone else. There is no "test mode" and no polite time to do it.
Test with ordinary calls instead. Pick a quiet weekday morning, tell the household what you are doing, and have someone available to call.
- Turn the mains off at the switchboard. Not the Starlink power point. The whole house, so you learn what your property really does.
- Start a timer. The number you want is how many minutes you have, not whether it works at all.
- Try an ordinary call from each phone people actually use, to a mobile or a friend. Then try receiving one.
- Check the landline, including the cordless handsets, and note which ones went dead.
- Load a website to confirm the dish and router are really up, not just showing lights.
- Wait for the UPS to die if you can spare the time, and write down the real runtime. Estimates are optimistic; batteries age.
- Check the medical alarm or security alarm if you have one, per its provider's instructions, never by triggering a real call-out.
- Write the result on the plan at the bottom of this page, with the date, and repeat it every six months.
Almost everyone who runs this test for the first time is surprised by something. Usually it is the cordless phone, or a UPS that lasted eleven minutes instead of the hour they assumed.
How long will your gear actually last on battery?
Use the figures printed on your own equipment, not the ones we guessed. Starlink hardware varies a lot between generations, and a dish melting snow or running a heater draws far more than one sitting in mild weather. Router, switch and access point ratings are on their labels or power supplies.
How this is worked out: usable energy = voltage × capacity × 80% depth of discharge × an age derating of 5% per year, divided by your total load ÷ 85% inverter efficiency. It is deliberately conservative, and it is still only an estimate. The blackout test above gives you the real number, and that is the one to write down.
Your second warning path
Because you cannot control the tower, the whole rural strategy is redundancy. AusAlert's own guidance says it is only one way to stay safe and points regional communities to other channels. Build at least two paths that fail for different reasons.
- A battery AM/FM radio, with spare batteries, that you have actually tested. The ABC is the official national emergency broadcaster. This is the only item on the list that does not care about towers, power, internet or how old your phone is. Every rural property should own one, and most that do have flat batteries in it.
- Your state emergency service app and website. These run over your internet, so Starlink plus a UPS keeps them reachable. Install and test them before the season, not during it.
- The landline. Automated voice messages may be sent to landlines in affected areas, so keep one corded handset that works without power.
- Neighbours, by arrangement not by hope. Agree who rings whom, in what order, and what happens when someone does not answer. Write the names and numbers down; do not rely on a phone's contacts list you cannot unlock in a panic.
- A power and internet failure alert so somebody knows your connection dropped, which during a fire or flood is itself information. Alerted covers out-of-band alerting for exactly this.
- A community plan. Meeting points, who checks the far end of the road, which properties have people who cannot self-evacuate.
The test for any plan: if the mobile network in your district went down at 3am and stayed down, how would you find out there was a fire? If every answer routes through a tower, you do not have a second path yet.
Older residents, medical alarms and people living alone
This is where the technical detail stops being technical. An older person on a remote property may be running a pre-2019 phone that will not receive AusAlert at all, a medical alarm on a phone line that is being migrated, and a cordless handset that dies with the power. Each is fine on its own. Together they are a household with no warning path and no way to call for help.
- Check the phone first. If it is older than an iPhone 11 or cannot run Android 12, it may never receive an alert. Updating or replacing one handset is the cheapest safety improvement available.
- Confirm the medical alarm against the new service, in writing, before the old one is disconnected. Telstra's exit page is explicit that this is between you and the alarm provider. Do not assume the alarm was tested during a migration.
- Put a corded phone in the house and show them where it is.
- Batteries in the radio, and a date written on them.
- Agree the welfare check. Who drives out, after how long, if nobody can make contact. This is the question every other item on this page eventually reduces to.

Who does the work
Starlink Rural is the satellite-internet arm of Alien IT Solutions, an Australian IT, networks and connectivity company with more than 18 years behind it. Questions people ask
Will AusAlert reach my phone over Starlink?
No. AusAlert uses cell broadcast, which is sent from a mobile tower to every compatible device within its range. It does not use your phone number, an app or an internet connection, so it does not travel over Starlink, home WiFi or WiFi calling. If your property has no mobile coverage at all, Starlink being online does not give you a path to receive an AusAlert.
Will I get an AusAlert if my phone shows emergency calls only?
Most likely yes. AusAlert's official guidance says you may still receive an alert if your phone cannot make calls or send texts, or if it shows emergency calls only, as long as it is within range of a mobile tower. The tower can belong to a different carrier than the one you are with, and the government's compatibility page states devices do not need a working SIM card. The alert is broadcast to the area, not addressed to your number.
Which phones receive AusAlert?

That makes a working landline a genuine second warning path for a property with no mobile coverage, which matters if your phone service is being migrated off older technology such as Telstra's CAN Radio.
Should I test my setup by calling 000?
No. Never call 000 to test equipment, a phone or a backup power system. Test with ordinary calls to a mobile or a friend instead: kill the mains power at the switchboard, wait, then check what still works and time how long it lasts. A test call to 000 occupies an emergency operator who is needed by someone else.
Does a UPS on my Starlink help me receive AusAlert?
Not directly, because AusAlert does not arrive over your internet connection. A UPS keeps your Starlink, router and WiFi calling alive so you can still make calls, look up warnings and be contacted during a blackout. Those are the paths that fail when the power goes, and they are worth protecting. Receiving the broadcast itself depends on a mobile tower that has its own power, which is outside your control.
